Zworykin's invention proved to be better than Farnsworth's, so, yes, it were Russians who invented television. Rosing is not all that likely to be Jewish. There were plenty of Russified Germans and Dutchmen living in the Russian Empire.
The most significant Jewish pioneer was probably Isaac Shoenberg, another Russian, who invented the first high-definition (405 line) television system, used by the BBC in 1936.
