I'll agree with you that Roth isn't one for subtlety, but I think he's a terrific casting choice for "the Bear Jew." He's supposed to be unsubtle and over-the-top.
For what it's worth. Roth also directs "A Nation's Pride," the film-within-the-film attributed to Goebbels and starring Fredrik Zollner. That too is some over-the-top film-making, but I love the fact that Tarantino found a way to have a Jew making the movie for Goebbels. It's just one more element of revenge that he weaves into Inglourious Basterds.
